Suggested steps.

2) Create a user/password then follow that link using that user/password pair.
3) Delete the user and then try following the link again...
4) Ponder if this is what you want...!

Note that this file is getting cached by the web server... I have to use options - network - and clear both caches to see changes to the password file :-(.
